A message dated September 1 was received stating the Governor                                                                   
allowed the following bill to become law without his signature and is                                                           
transmitting the engrossed and enrolled copies to the Lieutenant                                                                
Governor's office for permanent filing:

     "An Act relating to the State Physical Therapy and Occupational
